Japanese Culture and Anime Club
CLUB CONSTITUTION
Article I. Name of the Organization
The name of this organization is Japanese Culture and Anime Club. Abbreviated, it is JCAC.
Article II. Purpose of the Organization
The purpose of the organization is to promote students’ understanding of Japanese culture through social activities. Some examples are watching anime, playing Japanese video games and making Japanese food. Our mission is to educate and bring students with similar interests together. The purpose of this club is to expound a deep appreciation for the Japanese Culture and Japanese animation among UNC students and the greater Greeley community.
Article III. Membership requirements
Section 3.0 Eligibility
(a) Membership is open to all University of Northern Colorado students, alumnae, faculty and staff.
(b) Members should express an interest in Japanese culture and/or animation.
(c) Members must behave in a respectable manner.
Section 3.02 Nondiscrimination
(a) The University of Northern Colorado and the JCAC are committed to a policy of nondiscrimination. In no aspect of the JCAC’s operation shall there be any difference in the treatment of persons because of race, national origin, color, creed, religion, sex, age, disability, veteran status, sexual orientation, gender identity, associational preference, or any other classification which would deprive the person of consideration as an individual. The JCAC will guarantee an equal opportunity and an equal access to membership, programming, facilities, and benefits shall be open to all persons.
(b) It shall be the individual's responsibility to act in accord with this section. If individuals do not uphold this responsibility, club members may refer to an officer who will address the problem.
Section 3.03 Code of Conduct
(a) This organization shall abide by the University of Northern Colorado Student Conduct code at all times.
Section 3.04 Initiation of membership:
(a) Memberships are granted to eligible people who:
a. Either attend (5) club meetings or participate actively on the club’s forum.
Section 3.05 Termination of Membership
(a) Membership in the JCAC will cease if;
a. A member breaks any of the UNC agreements or UNC Code of Conduct.
b. He/she performs any illegal actions endangering either themselves or other members, or if he/she performs any action that is dangerous or discriminatory to any of the clubs members or UNC students, faculty, alumni, or staff.
Article IV. Elections
Section 4.01 Elections will be held at the end of each spring semester unless circumstances dictate otherwise.
Section 4.02 Ballot Contents:
(a) The election ballot shall cover the following areas: President, Vice-President, Secretary, Treasurer, Activities Director, Artistic Director and Tech Director.
(b) Each area of the ballot will include an alphabetical listing of the candidates running for that position.
(c) Club members will be permitted to cast one vote in each section.
Section 4.03 Requirements for Officer Candidates:
(a) Candidates must be a current UNC student enrolling in UNC classes during their appointment and throughout their term if elected.
(b) No nomination need be received by the club. Candidates may decide to independently run for office. If a nomination occurs, the nominated candidate must choose independently to complete the officer application process.
(c) Officer candidates must have been a member of the JCAC for at least (1) prior semester.
(d) Candidates must have an overall GPA of 2.75 to be eligible for office.
(e) To be placed on the ballot, eligible officer candidates must complete the Officer Candidate Form. The form can be obtained from the President, Vice-President or Secretary prior to elections.
(f) No candidate may run for more than one office position during a single election, unless specific reasons are given. Acceptable reasons include a lack of interested or knowledgeable members.
(g) Any and all requirements may be waived should the candidate receive prior approval from a majority of the Executive Board.
Section 4.04 Requirements for Advisor Candidates
(a) No nomination need be received by the club. Candidates may decide independently to run for the advisor position.
(b) Advisor candidates will be placed on the ballot at their request. (No paperwork required).
(c) The current advisor of the club will be automatically placed on the ballot unless he/she requests to be excluded.
(d) In extreme cases such as a lack of interested advisor candidates, a ballot vote may be waived in interest of the survival of the club.
Section 4.05 Notice of Elections
(a) Elections must be announced and members must be notified at least two weeks in advance of an election.
Section 4.06 Voting
(a) All members considered active by Section 3.04 of this constitution are permitted to vote.
(b) The election may be conducted by any means deemed appropriate by the current executive board (i.e. paper ballot, electronic methods, etc.) provided the method follows the rules listed in this document.
(c) Vote tallies will be maintained and filed with the election results which are maintained by the Vice-President.
(d) The candidate who receives the most votes in his or her section of the ballot will be the new officer elect. His or her term will begin the day following the last day of the spring semester and will continue to the last day of the following spring semester.
Section 4.07 Special Elections
a) In the event there is an unexpected vacancy in club leadership, we will hold special elections, which will be run by the secretary, or, if there is no secretary, by another qualifying officer. The elections will run as specified in Section 4.03, 4.05, and 4.06, but only unfilled positions will be posted on the ballot and able for running.
Article V. Transition of Club Leadership
Section 5.01 Officer elects will be responsible for the coordination and transition of club leadership from the current officers.
Section 5.02 At the discretion of the current officer, the officer elect may perform the duties of the position before the new term begins.
Section 5.03 It is the responsibility of the current officer to ensure the duties of the position are completed until the end of the current term, regardless of those duties are completed by the new officer elect.
Article VI. Executive Board
Section 6.01 Role Definition:
The Advisor acts as an information source, encourages membership in the club, advises, provides expertise, has access to financial records of the organization and attends meetings when possible.
Section 6.02 Advisor Duties
(a) Eligibility Requirements: [See Article IV Section 4.04]
(b) Make decisions when required (i.e. – Officer Impeachment Appeal).
(c) Serve as a liaison to the university.
Section 6.03 Voting
The Club Advisor has no voting privileges in the club.
Section 6.04 Reappointment
The advisor has no limit for consecutive terms. Yearly election is the only requirement.

Section 6.05
The primary offices of this organization are President, Vice-President, Secretary, Treasurer, Activities Director, Artistic Director and Tech Director. Each office will be held by a single officer with the exception of extreme circumstances.
(a) Officers must fulfill requirements as stated in Article IV Section 4.03, and will begin their term the day following the last day of spring semester.
(b) All offices will have a one-year term.
(c) General duties officers will include:
a. Perform as a voting member
b. Helping complete requisite forms for the club.
Section 6.06 Duties, rights and responsibilities of the President are:
(a) Preside over all meetings unless serious circumstances intervene.
a. These meetings may include, but are not limited to, constitution, officer, and charter meetings.
(b) General supervision over other officers, committees, and so forth.
(c) He/she may appoint temporary officers or officials as the organization may require. All appointments will be contingent upon agreement of the appointee.
(d) Perform as a voting member: Additionally, in the case of a tie, the President shall cast an additional vote to break the tie.
(e) Help guide discussions and votes on what media is watched at meetings.
Section 6.07 Duties, rights and responsibilities of the Vice-President are:
(a) Aid the President and take his/her place if the President is unable to perform.
(b) May perform duties of the other officers when deemed necessary by the President.
Section 6.08 Duties, rights and responsibilities of the Secretary are:
(a) Maintain the official membership roster including contact information for everyone involved with the club.
(b) Submit all paperwork on time to the appropriate people, excluding financial paperwork, which will be delegated to the Treasurer.
i. With the permission of the President, this duty may be shared with other officers, as the paperwork load at the beginning of the semester is increased substantially.
(c) Write the weekly summary of the meetings for club records. Will create more detailed reports as necessary. This allows officers and members to know what activities and media have been performed and previewed in the past.
(d) Coordinate/conduct club elections and maintain election records associated with the club.
(e) May perform duties of other officers as deemed necessary by the President or Vice President.
(f) Perform as a voting member.
Section 6.09 Duties, rights and responsibilities of the Treasurer are:
(a) Handle the organization’s finances.
(b) Maintain records of income and expense for all club members.
(c) May perform duties of other officers are deemed necessary by the President or Vice President.
(d) Perform as a voting member.
(e) Handle discussions for fundraising ideas and spearhead fundraising projects.
(f) Holds all finished products ready for sale.
(g) Collect event follow-up form (which the Executive Board will complete), complete event funding budget, event funding proposals, and any other forms necessary, which can be found at

Section 6.10 Duties, rights and responsibilities of the Activities Director are:
(a) Oversee the activities in the club.
(b) Make sure equipment needed for activities are accessible for weekly meetings. Make arrangements for needed equipment or transportation. Handle on the spot needs for the club.
(c) Help plan activities for upcoming meetings.
(d) Must attend club organization meetings.
(e) Must be resourceful.
(f) Hold supplies necessary for activities.
Section 6.11 Duties, rights and responsibilities of the Artistic Director are:
(a) Design flyers and other publicity work for the club.
(b) Create advertisements that are approved by both the club members and appropriate UNC offices.
(c) Design and create the flyers.
(d) Work with technical director on advertisements and website.
(e) Set up and manage booths for events.
Section 6.12 Duties, rights and responsibilities of the Tech Director are:
(a) Deal with all internet and computer oriented task, including the website, forums, club tech setup, and any relevant technological assistance.
(b) Work closely with the Artistic Director.
(c) Manage forum and maintain website.
(d) Help provide projectors or any technology oriented items in conjunction with Activities Director, when needed for the club.
(e) Must be good with computers and understand html code for editing websites.
Section 6.13 Vacancy on the Executive Board
If a vacancy in the executive board occurs, the existing officers will discuss eligible candidates and offer the position to the person of their choice. This process will be repeated until one of the offers is accepted. If the vacancy occurs near the normal election period, the President may choose to leave the position temporarily vacant until the elections can be held. However, it will be the President's responsibility to either take over those duties or reassign them as evenly and appropriately as possible until special elections are held.
Section 6.14 Impeachment of an Officer
a) Possible reasons for impeachment;
a. Absence from more than two-thirds of all club meetings
b. Negligence of duties, whether specifically assigned or pertaining to duties written in the constitution.
c. Reason(s) that would otherwise make an officer incapable to fulfill future duties in the future.
b) Impeachment Process:
a. To initiate the impeachment of an officer, a motion must be made, debated and approved by majority vote at any regularly scheduled meeting. If majority vote approves the motion for impeachment, the officer will be temporarily suspended from duty and a second meeting will be scheduled for the official vote.
b. This impeachment meeting will be no more than two (2) weeks after the motion was approved. The impeachment meeting will be no less than seven (7) days in advance and will include a brief explanation that an impeachment vote is to be held. No other business is to be covered during an Impeachment meeting, the officer in question has the opportunity to respond to the charges and present a defense.
c. Impeachment requires a two-third-majority vote of the membership present. If a two-third-majority votes for the impeachment, the officer in question retains the right to appeal to the Club Advisor. The decision of the Advisor is final. If an officer is impeached, he/she may choose to remain a member of the club.
d. If at any point the impeachment motion is defeated, the officer will be immediately restored to duty. The President will preside over all meetings except for the advisor’s appeal meeting. If the impeachment regards the President, the Vice-President will preside over all meetings except for the advisor’s appeal meeting.
Article VII. Rights of Members
Section 7.01 Right to suggest and vote on media to watch.
(a) Media suggested cannot violate state or federal laws.
(b) Media suggested cannot violate University of Northern Colorado policies.
(c) A two-thirds majority must agree on what the club will watch during meeting times.
Section 7.02 Right to suggest and vote on activities within the club.
(a) Activities will be overseen by the Activities director, but members are welcome to suggest and vote on options.
(b) Activities cannot violate state or federal laws.
(c) Activities cannot violate University of Northern Colorado policies.
Article VIII. Finances
Section 8.01 Funds for the JCAC shall be obtained through the Student Representative Counsel’s funding allocation process, membership dues and fundraising activities that are approved and operated by the membership. All the necessary forms can be found at
[You must be registered and logged in to see this link.] Section 8.02 The Treasurer is responsible for handling and distribution of funds.
Section 8.03 All use of club funds must be signed by the Treasurer and either the club President or Vice-President.
Section 8.04 Donations, whether monetary or otherwise, will be used for the sole purpose of the club, and may not be retracted once given.
Article IX. Amendments to this Document
Section 9.01 A motion for amendments to this constitution may be proposed and debated at any regularly scheduled meeting.
Section 9.02 Notification of the proposed amendment must occur at least one week prior to discussion and vote.
Section 9.03 Passage of amendments requires the vote of two-thirds of those members present.
Section 9.04 A current copy of the constitution is available by request from the Secretary.
Article X. Ratification
Ratification of the constitution is complete with vote of the two-thirds of the membership present at the time voting occurs. Voting must occur at a regularly scheduled meeting. There are ten members required to be an official club.
